I'm not sure if its exactly the same as yours, but I'll run through my situation: This was happening to me for the longest time, accidentally fixed my problem yesterday. No, I get the notification that it's broadcasting, they don't see that part at the right that says that I am. Heck it is already hard to hear with it ticked on. But if you are indeed lacking that +20dB setting, I can imagine it is inaudible. NS2 has a very low volume for the voicechat currently, they are going to rework this when there is time. Other then that, if the other player in the server don't hear you (but do actually see the mic broadcasting text), I'd say it is the +20dB setting. Have a look at the options menu to see if you've got a key set for voice communication. Because if that is the issue, your voicechat key isn't working.
